I think this idea of a moat should be encouraged. What a perfectly marvelous visual for the "land of the free" to be ruled by a king from his castle surrounded by a moat for his protection from us serfs. The fact they float ideas like this and aren't told how preposterous it sounds in two seconds flat from uttering such solutions just clarifies for me how truly screwed our country is...(well, that and the shocking reality of what daytime television promotes that I became aware of recently and was utterly flabbergasted by)
