"Considering leaving" (the question asked) is very different from "planning to leave" which the misleading headline uses.

Considering means maybe they will think about it. Planning means making active moves to leave. Looking at the age groups, mostly college aged kids considering leaving after school and the getting close to retirement people maybe thinking about Florida or someplace warm.

Not so, 'Considering moving' does not mean maybe they will think about it, it means they are thinking about it.
