A New Jersey councilwoman was shot and killed in a possible attack outside her home, an incident officials are calling "shocking" and "senseless."

Eunice Dwumfour was the first sitting elected official in recent memory who had been shot and killed in office in the state, New Jersey Gov. Phil Murphy told reporters Thursday.

"I am stunned by the news of Sayreville Councilwoman Eunice Dwumfour's murder last evening in an act of gun violence," Murphy said. "Her career of public service was just beginning, and by all accounts she had already built a reputation as a committed member of the Borough Council who took her responsibility with the utmost diligence and seriousness."

A young councilwoman from New Jersey was fatally shot outside her home on Wednesday while inside her car.

Fox News identified the victim as 30-year-old Sayreville Councilwoman Eunice Dwumfour, who was a Republican, the outlet reported Thursday.

“A 911 call reported shots fired around 7:22 p.m, the Middlesex County Prosecutor’s Office said. A female, identified by New Jersey Globe reporter David Wildstein as Dwumfour, was found dead in her vehicle with multiple gunshot wounds,” the outlet said.

The young woman was reportedly shot in the car before it crashed near the Camelot at La Mer apartment complex, according to the New York Post.

A second New Jersey Council member was fatally shot Wednesday morning, according to Somerset County Prosecutor John McDonald.

Franklin Township police responded to a parking lot of Public Service Electric and Gas Co. in Somerset at 7:02 a.m., after receiving reports of a shooting victim.

Officers found a deceased adult male suffering from a gunshot wound, according to a RLS Media report, which added the EMTs from a nearby trauma center pronounced him dead.

Authorities identified the decedent as Russell D. Heller, 51, of Milford, New Jersey, employed by PSEG at the Somerset facility, according to the report.

The New York Post further reported:

A New Jersey council member was shot dead in his car Wednesday, exactly a week after the unsolved slaying of Councilwoman Eunice Dwumfour.

Russell Heller, 51, was found dead just after 7 a.m. in the Somerset parking lot of PSE&G, the local energy company where the Milford Republican worked.

Cops quickly IDed a former employee, Gary Curtis, 58, as a suspect — and found him dead in his car from a suspected self-inflicted gunshot around three-and-a-half hours after the slaying.

The councilman’s murder came exactly a week after Sayreville Councilwoman Dwumfour — also a Republican — was gunned down in her SUV outside her home about 15 miles away. Her murder remains unsolved.

Authorities have not linked the crimes, and the Somerset County Prosecutor’s Office insisted that Heller’s murder appeared to be “an isolated incident.”

“The investigation remains ongoing to determine motive,” the prosecutor’s office said, while stressing that “Heller was the intended target.”
Gov. Phil Murphy sent “thoughts and prayers” to Heller’s “family and friends in the wake of this tragic act of gun violence.”

Rep. Tom Kean said he was “shocked and saddened by the tragic murder” of his fellow Republican.

“Russell was an outstanding public servant who proudly represented the river town he loved, Kean tweeted.

Milford Mayor Henri Schepens told NJ.com that “the Milford Borough Council is deeply saddened by the loss and our hearts go out to his family.”

Heller “was so full of life, it’s just unbelievable that he’s gone,” the mayor said.

“Something like this has never happened in borough history. We are very shaken by this.”

Heller had been a councilman since 2020 in Milford, a borough in Hunterdon County, according to the Franklin Reporter & Advocate.

The director of the county’s board of commissioners, Zachary Rich, expressed the “collective shock and grief felt” over the “senseless shooting death.”

“Russell was a dedicated and valuable member of the Milford and Hunterdon County community whose leadership and commitment will be sorely missed,” Rich wrote.

“More importantly, however, Russell was a loving and caring father to his daughter and a dedicated and loyal friend to all of those who had the pleasure of knowing him,” he said of the “tragic loss.”

PSE&G, meanwhile, said it was “offering support” to employees after the “tragic and disturbing event.”

The energy company said it was “heartbroken at the tragic death” of Heller, a senior distribution supervisor at the company.

“Russell was an admired employee and a supervisor with over 11 years of service with PSE&G. He will be sorely missed by all and our thoughts are with his family at this difficult time,” PSE&G said.

No mention was made of the suspect, Curtis, or when he left the company.

A 28-year-old Virginia man has been arrested for murdering New Jersey Councilwoman Eunice Dwumfour, who was gunned down outside her Sayreville home in February.

State and federal authorities seized Rashid Ali Bynum outside a home in Chesapeake City, Virginia, at about 10:45 a.m. on Tuesday and charged him with first-degree murder and a pair of gun offenses, Middlesex County Prosecutor Yolanda Ciccone said during a press conference.

“The murder has shaken the community, and no arrest will bring back the late councilwoman,” Ciccone said. “However, I do trust that justice will be found through the criminal justice process.”

Bynum, who lives in Portsmouth, Virginia, is awaiting extradition to the Garden State. When he arrives, he will be held at the Middlesex County Adult Correctional facility while he waits for a pre-trial detention hearing in the state Superior Court.

Dwumfour, a 30-year-old Republican, died after Bynum allegedly pumped several rounds into her SUV at about 7:30 p.m. on Feb. 1 — while Dwumfour’s 12-year-old daughter sat inside their home.

Witnesses said they saw a man dressed in black running from the scene, but investigators said nothing for months about how the case was progressing, if they identified a suspect and what the motive for Dwumfour’s killing might be.

On Tuesday, Ciccone said authorities placed Bynum’s cellphone and his white Hyundai Elantra near the murder scene that day. His appearance also matched descriptions gleaned from eyewitness statements and nearby surveillance videos, she said.

Dwumfour apparently knew Bynum beforehand — he was listed as a contact in the councilwoman’s phone.

Next to his name was the acronym “FCF,” which Ciccone said stands for “Fire Congress Fellowship,” a church Dwumfour was once associated with.

The fellowship is also affiliated with the Champion Royal Assembly, which Dwumfour belonged to at the time of her death, Ciccone said.

Bynum allegedly searched the internet for information about Dwumfour’s church, the town in which she lived and which magazines were compatible with a specific handgun, the prosecutor said.

Authorities also found a handgun at the Smithfield, Virginia, address to which Bynum returned after allegedly shooting Dwumfour dead.

But Ciccone did not say why Bynum would have wanted the councilwoman dead. She did not take any questions following the announcement.

Dwumfour’s family — who was at Ciccone’s press conference — has said they didn’t know why anyone would target the newly married Newark native, who was also a pastor.

Friends and family described her as a well-liked woman who was deeply religious.

“We feel the pain that you all feel,” New Jersey Attorney General Matthew Platkin told the family. “The work that’s been done … is extraordinary. And no stone was left unturned.”
