The fourth has more to do with seizures following a criminal search. This is more of an eminent domain thing.


Probably right, though the wording of the 4th is grammatically vague because it is not clear whether "searches and seizures" are to be taken as a unit or separately.

That's difficult to read... I will "rewrite" it with the corrections so you can see it better in a second.

Two things, albeit it too late at this point: "Distaste" is weak wording, "objection" being far stronger. The use of "constructive notice" vis-a-vis just "notice" was purposely chosen as it is legal jargon. One, for example, places a court on constructive notice when making certain that it is aware of a particular point of law and that YOU are making THEM aware that you are also aware of it. It is a method of warning the judge away from any cuteness on his part.
 
I wish you the best of luck, but I've got my money on the city. Our city just did this despite some pretty strong public outcry from those being annexed. The end result was a "compromise" where the city made some exemptions for the area in question, but the property owners were still quite displeased. Unfortunately there is a significant amount of legal precedent going against you. I'm not saying it's right, just that it's there.
 
Remember that you are also being annexed into building codes, a zoning ordinance, higher property taxes, and possibly an additional income tax. Perhaps the scope of concerns expressed in your letter and to your neighbors should be expanded. One argument you can use in the well example is that you will be caused permanent damage by having to pay for what you now get for free (water).
