Not necessarily. The Democrats control the governorship, the Secretary of State, state treasurer, state auditor, ag commissioner. They control both he State House and the State Senate, as well as both US Senate seats. They even voted for Carter over Reagan.West Virginia is one of those weird states where everyone is registered Democrat, but votes Republican in the general election.
