Any advanced aliens are probably using FTL (faster than light) communications and travel. We won't be able to detect them until we work out the physics to build our first FTL "radio".
In my view, the speed of light is simply a wave velocity in a medium, equivalent to the speed of sound. And it changes with the medium, eg glass vs air. The speed of light is no more a speed limit than the speed of sound is. The only limit is in our heads.
