According to the fuel records, H2-11 purchased jet fuel for prices ranging from $2.37 to $3.20 a gallon. At nearby local airports, the exact same jet fuel goes for between $5 and $8.50 per gallon.

Why is NASA selling fuel to begin with?

Tangential but interesting...

One of NASA's positive spin offs, was the construction of huge amounts or liquid oxygen infrastructure around the country. NASA used so much of it during Apollo that it became a widespread commodity and cheap enough for hospitals and industry to start using in a big way.
