That would be other than correct.

The donation limits are per cycle with a limit of 2500 for primary elections, and another 2500 for the general election. Should (God willing) Ron get the nomination, all limits would be reset to zero.

Does anyone remember 4 years ago's when the campaign started allowing people to donate an additional 2500 for the general?

No but it is an accounting hassle. Furthermore, it is sort of like taking on debt. If you don't make the general, you have to refund everyone immediately and then raise funds to cover your campaign debt. It makes more sense not allowing that unless you have the nomination locked up. Then you can open things up again.
