I'm working on a piece about communication and the Panopticon model. Basically, the Panopticon was a test in behavior control of inmates. The inmates never saw a guard, unless there was a problem; then all they saw was a group of stormtroopers with masks. Because the inmates couldn't be sure if they were actually being watched or not, they behaved based on what was punishable.
I believe this sort of partnering between Government and industry is an attempt to create a global Panopticon in which everyone communicates based on what is punishable, not what is factual. Scary thought. Can you imagine how much information could be suppressed?
