I'm working on a piece about communication and the Panopticon model. Basically, the Panopticon was a test in behavior control of inmates. The inmates never saw a guard, unless there was a problem; then all they saw was a group of stormtroopers with masks. Because the inmates couldn't be sure if they were actually being watched or not, they behaved based on what was punishable.

I believe this sort of partnering between Government and industry is an attempt to create a global Panopticon in which everyone communicates based on what is punishable, not what is factual. Scary thought. Can you imagine how much information could be suppressed?

Panopticon is actually a prison system in which the prisoners were never able to know if they were being specifically watched or not because they could not see the guards but the guards were positioned in the middle where they could see all the prisoners at any given time. Same idea though, basically the idea of not knowing if you're being watched or not with just enough chance that you are that you act in a way that is desired by the watchers. ie: cops hiding around corners on the freeway watching for speeders.

We don't need any special snitch program to make people call 911 when someone is about to do harm to himself or the community. Where do they draw the line on this sort of thing and are they aware that they are putting people in danger?
Also with so many minor complaints coming in there will be a need for more police to investigate them which taxpayers will have to pay for.

It's just this ongoing meddling that's causing most of the hell in this country.
