Because the Democrats yielded him 4 minutes. Each side gets an hour or two. Elijah Cummings (the Democrat head) can give time to anyone he wants.

They have to allocate 20 minutes and I doubt there are many Dems who want to speak out against this bill.

Ron Paul only got 2 minutes probably because he wants to allocate time to all the Republicans who want to speak in favor of the bill.
