Ok so lets say Frank posts the first few sentences of the article and 10% of the people who read it click through even though 80% find the content very intriguing.. Anybody can write a few intriguing sentences, but the value of this article is the entire piece and even though they would have benefited highly from reading the entire article they didn't just because they chose not to click.. but the rest of the article that only 10% read is amazing and 90% of the people here missed reading it and do not have nearly as high regard for his website or the article as if Frank had merely posted the majority or the entire article on this website.

Frank did a much better job publicizing the website of the OP by posting the entire article, or at least a good bulk of the best content, than by posting a couple lines and a link.

But that's not relevant - he doesn't lose the right to his work even if he never intends to make any money off it.

I think clearly the "exclusive right" was with respect to societal progress and utility, for a limited time. It did not mean an unlimited context or indefinite time, or for it to be used to browbeat other activity that furthers societal progress or useful arts, such as the free sharing in the public domain. One of the main values of the internet is that it has defacto restored the public domain, and largely removed the one-way 'rights' bottleneck that has limited the utility and value of publications. The rest of us also have rights to fair use/public domain usage of information, that we don't lose even if publishers or governments are overbearing in their misapplication of restrictions.
