Ron Paul isn't trending because he usually has a high presence on Twitter. It would take an incredible amount of mentions for him to trend. From what I've seen, only new and uncommon things can reach the trending topics list. Right now, "KHLEO Quotes" and "PA3" are trending topics. I imagine those things have rarely been mentioned on Twitter, but are big now because Paranormal Activity 3 is in theaters (don't know WTH "KHLEO" is).
