It seems to be. We live in the world where saying you want to cut foreign aid to EVERYONE is also considered anti-Israel. No clue why.

If I had a friend who kept breeding killer dogs on my neighbors land they would only stay my friend if they gave me guns to shoot their killer dogs if they attack me.

Otherwise you are sort of condemning me to be dog food. It's not likely we will change our foreign policy just because we stop foreign aid.
