There is nothing to misinterpret. It says he is suspending campaigning. If you say Ron is still "in it" based on the fact that he has/can get a few more delegates at state conventions and is still printed on the ballot, then Rick Santorum and Newt Gingrich are still in it too. They also suspending campaigning, but never gave up their delegates.
I am not surprised, but disappointed as a Californian who has not yet even voted. I will still be voting for Ron Paul, but I don't hold any remote hope anymore that he is going to win the presidency.
My speculation is that his health is not great. When I saw him a couple of weeks ago, he frankly looked tired and in poor health. I think he doesn't want to continue the grueling schedule and will try to make a deal to get Rand in a top position.
