Ever confident in their ability to get the US to foot the bill for unwise purchases, Israel has announced the acquisition of $2 billion worth of the troubled V-22 Osprey planes, on a “deferred payment plan.”

The reason for the deferred payment plan in this case is because Israel has no intention of paying for these planes, and is just putting them in the arms dealers’ equivalent of layaway until they can con the US into paying for it.

New deal to purchase V-22s relies on future US aid
Complicated military procurement scheme keeps Israel dependent on US foreign aid for at least another decade.

Despite recent tensions in relations between Israel and the United States, defense officials in the Jewish State are confident enough in the strength of the alliance to take on debt based on the expectation of future military aid.

According to a Defense News report, Defense Minister Moshe Ya'alon has received government backing to purchase $2 billion in Pentagon-approved arms and aircraft, including the troubled V-22 tilt-rotor Osprey.

After months of internal dialogue in the Finance Ministry and negotiations with the Pentagon's defense contractors, Israel will enter into a US-approved deferred payment plan (DPP) to purchase the military equipment.

The Defense News report quotes US and Israeli officials saying Israel would only pay interest and fees until the current military aid package expires in September 2018, while the principal on the loan would be covered by a new aid package promised by President Barack Obama, which would extend the annual foreign military financing (FMF) aid until 2028.

When Obama visited Israel in March 2013, he committed to opening talks regarding an extension of the 10-year agreement signed in 2007 with his predecessor, President George W. Bush.

Bilateral talks on the extension have only made preliminary progress according to US and Israeli sources, and a final aid package is unlikely to materialize before the end of Obama's second term, said the Defense News report.

While there are a number of variables that could factor in to the amount of aid Israel will receive, the Defense News report quotes former Israeli ambassador to the US, Danny Ayalon, as saying it was reasonable for the Israeli government to expect the extension of the foreign military aid, based on a wide-ranging congressional support for the Jewish State.

People get up in arms over illegals coming here and siphoning off the tax payers backs, and rightly so, but don't we hear the same for Welfare Queen Israel?
 
If you hear anything about Israel in this manner, it's that we should give them more money.
 
Not only is giving Israel taxpayer money a terrible financial drain, but providing this aggressive nation with top-notch weaponry is also unwise, because one day, we may have to go to war with them.

Defense Secretary Chuck Hagel, who announced the move in a speech to the Anti-Defamation League in New York, said the V-22 “will greatly enhance the range and effectiveness of Israeli special forces.” He said the Israeli shipment would be part “of the next order to go on the assembly line.”

Defense Minister Moshe Ya’alon and Hagel finalized the deal during a visit by the US secretary of defense to the Jewish state in April. The deal is part of a wider $10 billion package involving US sales to Israel, Saudi Arabia and the United Arab Emirates, designed to provide Washington’s allies in the region with enhanced military capabilities against Iran.


What's surprising in the purchase V-22 is only about a 1/4 of the expenditure... so what's in the other 3/4s? BTW, remember the details:

U.S. finalizes exclusive arms sale aimed at ensuring Israel's 'air superiority'

Initial reports put the cost of the military equipment sale, which include Bell Boeing V-22 transport helicopters, at $10 billion; Hagel's 5-day Middle East visit is expected to focus on Iran, the Syrian civil war and weapons sales to America's allies Israel, Saudi Arabia, and the United Arab Emirates.

The trip is a sensitive one for Mr Hagel, a former Republican senator, given the way that rightwing critics of his nomination to the Pentagon tried to label him as an anti-Semite during the confirmation process. In the past, he has said that pro-Israel lobby groups “intimidate” members of Congress, has been critical of Israel’s policies towards the Palestinians and has been skeptical about the idea of a military strike against Iran.
After visiting the Yad Vashem Holocaust memorial on Sunday, he emphasized the “very special relationship” between the two countries.
“The Obama administration has made not just maintaining, but enhancing and improving Israel’s qualitative military edge a top priority,” Mr Hagel said on Monday after meeting Moshe Ya’alon, the Israeli defense minister. “We are committed to providing Israel with whatever support is necessary for Israel to maintain military superiority over any state or coalition of states and non-state actors.”
Under the new arms deal, Israel will become the first foreign country to buy the V-22 Osprey, which takes off and lands like a helicopter but can reach much higher speeds. It is also purchasing anti-radiation missiles, which can attack an opponent’s radar defenses.


In addition, Israel is buying a new generation USAF refueling tanker aircraft which will expand its existing fleet of refueling aircraft and could potentially help the Israeli air force sustain a long-distance mission to attack Iran. A US official said the sales would help ensure Israel’s “unprecedented air superiority” in the region.

The US Department of Defense released details about the proposed sale of six V-22B Block C Osprey Tilt-Rotor Aircraft to Israel. Notifying the planned planned Foreign Military Sale to the US congress, the Defense Security Cooperation Agency said the estimated cost of the package, that includes six aircraft, associated equipment, parts, training and logistical support could cost up to $1.13 billion. The six aircraft are expected to be fielded with the Israel Air Force (IAF) by 2016. The IAF is planning to operate the new aircraft as part of a composite squadron operating both Sikorsky CH-53 (Yasour 2000/2025) and Bell/Boeing MV-22.


The V-22 can carry 24 fully equipped troops or up to nine tons of cargo (using short take off run) over a radius of about 390 nautical miles (700 km), at a cruising speed of about 241 knots (440 km/h). The CH-53 can carry more troops (38) or up to five tons of cargo, on missions ranging to 90 nautical miles (160 km). Both can extend mission range by aerial refueling. The IAF operates 23 CH-53 helicopters, comprising 18 Yasour 2000 and five modernized Yasour 2025 variants. The Air Force plans to maintain these helicopters in service at least through 2025.
The MV-22B Block C is the current (enhanced) variant delivered to the US Marine Corps. This variant features several modifications improving the aircraft reliability, and improving environmental control (air conditioning) in the cabin. The Osprey’s Color Weather Radar system enhances situational awareness with better weather assessment, including precipitation intensity and storm cell turbulence. In addition to weather display the radar can clearly define terrain features along coastlines out to 20 nautical miles in the ground mapping mode. In the sea search mode the radar can also detect ships.
The pilots use helmet-mounted monocle Day Heads-up Display (HUD) to view basic flight and performance data. The Day HUD enhances the pilot’s situational awareness during tactical situations and reduced visibility conditions. At night the HUD is mounted on the Aviator Night Goggles (AVS-9) extending the pilot’s situational awareness during night operations. In the future the display will feature an embedded system is Traffic Advisory System (TAS) - intended to warn MV-22 pilots of other aircraft in close proximity or with the potential for collision. Other changes in the new model include the improvement of cabin air conditioning and installation of ‘Cabin Situational Awareness Device’, enabling troop commanders in the cabin to communicate with the troops, providing flight plan, navigation waypoints and GPS updates to handheld navigation units prior to disembarkation.

According to the DSCA the package the Israeli government has requested includes six aircraft and 16 Rolls Royce AE1107C engines – 12 mounted and four spares. The Bell-Boeing team is hopeful the Israeli buy will be further increased to 12 V-22 aircraft, provided the Corps will exercise options for additional 22 aircraft included in the current contract (Flight Global).


In addition to the standard Block C avionics each of the aircraft destined to Israel will also be fitted with Government Furnished Equipment (GFE) including Electronic Countermeasures (ECM) kit (AN/APR-39 Radar Warning Receiver Systems, AN/ALE-47 Countermeasure Dispenser Systems and AN/AAR-47 Missile Warning Systems).
