Is Libya the first NATO offensive war

The UN gave them the political cover to take over the skies in Libya.
With the supposed mission of protecting civilians. However, it seems that NATO
only attacked Gaddafi forces, even when they were in defensive positions
in Sirte and other cities that supported Gaddafi. NATO allowed and assisted
the other side to invade and take over those cities. Seems similar to the practice
Spanish Civil War prior to ww2
 
The "other side invading" were people already living in the country. The rebels did not invade- they lived there. Invading would be like the Russian army rolling into Poland or the US going into Iraq or Afghanistan.
