Was this only for the City of Portland? Portland itself has around 60,000 people, and the metro area is 500,000. It is possible that this doesn't prevent a Ron Paul delegate plurality/majority.

It was just the City of Portland -- 73 of the approx. 2,000 delegates to the state convention.
No, they did not announce the results of the straw poll at the Portland caucus. Claimed it was against the rules set by the state GOP. But there were observers from both campaigns monitoring the vote.
Im seeing 43-38 Paul vs Romney on the spreadsheet
that is still a huge block of delegates for the party to 'discretionally' alot. They just disenfranchised all the Republicans in the city of Portland.
