Comments at the SD/County Convention were that most likely you will be assured to be seated as a regular delegate at some point during the Convention.
As you can tell from the other reports of CD's (Congregational/Senate Districts), You can pretty much count on anyone chosen as an alternate will be seated as regular delegate sometime during the state convention, with all the slots that there are to fill.
We were told from the chair that it is true that open delegate slots get filled from alternates in order of listing and alternates do not have to be from the same CD.
