How to legally lie in Canada?

So the CRTC is not changing the regulations to allow for broadcast news to lie:

The CRTC suspect the lying ban is illegal because of a supreme court ruling, so how would a tv news network get the courts to rule the lying ban is illegal?

The courts already ruled that a holocaust denier can't be prosecuted, which means the rule has no teeth.

This morning, the liberals are all running around yammering that Fox News is illegal in Canada, which isn't true, but that doesn't stop them.
