How is the turnout verified?

With 97% of the precincts reporting the vote count is 117,410. This means the final vote tally will be around 121,000...a full 30-40k more than what anybody expected.

Is a turnout that is 25-33% higher than what was anticipated realistic? How can we verify that there were that many butts in the caucus?
