Sarah Palin's stupid book is a bestseller, so there are obviously a lot of dupes out there who want to rub up against anything with the name Sarah Palin on it. This lady exploits that, and then exploits Rand's name for hits too. It definitely degrades Google News.
The Google News/Google rankings are partially based on the number of links to a site from other sites. That's basically how the spiders "crawl" around the web, by following hyperlinks. Also, the number of people selecting that site after searching for a term will affect it's rankings.

I'm surprised they would give news credibility to some crazy lady with a blog. I bet that Sarah + Palin + Accomplishments is a popular search term driven by people actually confused about what Sarah Palin has accomplished, Oprah fans who love Sarah Palin, and girls in the public schools who have been assigned the task of writing about a famous person who is NOT a straight white male as part of their fifth rate non-education/indoctrination.
