How does libertarianism and free markets address offshoring of jobs?

Other countries also have lower standards for health in products, which is why we have lead paint in our toys. It isn't all fair competition.

This is true!

Another thing is, in the U.S. we have laws about how much pollution can be coming from certain jobs. For example, if you have a paint shop, the fumes in many cases have to be captured and burned.

Many other countries don't have some of these laws and so they don't have to install and maintain the expensive equipment to capture the pollution.

We are not playing on a level playing field here.

I believe fighting pollution is a government duty. Pollution slowly takes away our rights to life and pursuit of happiness, really.

The largest polluter in the world is the US government. What you should be striving for, if you really want to improve the environment, is to drastically reduce the size of government.

Smaller government is better for liberty, and better for the environment. Get rid of the EPA that has been around for 37 years, and reinstate property rights of property owners.

An example. The government intervening in the market, by forcing Ethanol on us, risks depleting the aquifers in the bread basket and causing serious long term consequences to this nation's ability to grow food. Ethanol is such a poor energy solution thermodynamically and environmentally, but big gov't had to get involved and force it upon the market, with no positive effect. Corn prices have skyrocketed and so has the price of other foods because farmers received tax payer funded subsidies to plant more corn and less other crops.

Whenever government coerces and intervenes in the market, we lose. The environment loses as well.
