We have proven that a small sample of Americans who truly believe in something can us CHIPINS to raise tons of money for things like newspaper ads, tv commercials and even a 200 foot long blimp.

Imagine a group of people who want something and are willing to CHIPIN $50 for the good of the country.

How many millions of people want to see the funding of NASA continue so we can go back to the moon and on to Mars. What does it cost to do this? NASA's budget is about $15b so it would take about 50mil people chipping in $30 each to fund the whole years budget. That number of people is 1/6th the total US population.

This type of Government funding program shows a direct reflection of what the nation wants. And it eliminates the complaints of people paying taxes on things they dont want.

If we have to fund a border fence, or national highway, the people who would normally cast a vote on using tax money would instead be tasked with putting up $50.

A bill can goto Congress and instead of being decided on by 400 representatives, they open up a CHIPIN and see how much they can raise. If they don't raise enough then the bill is killed or they request another call to the people to meet the goal.

What kind of America can you envision? That all depends on how deep you want to dig in your wallet.

Ya and I think the internet makes it possible. A www.chipin.gov website would allow the whole nation if not the world to see all the available programs looking for funding and the percent of goal they are at.

Things that the government is tasked to do by the liberal can be funded by liberals only while conservatives simply dont chipin.

This type of program would blow the socks off of any tax program in the history of nations. By the people for the people would be truth at last.

Ron Paul feel free to take this idea as your own.

You know how people give all kinds of money to save the whales or the seals or the pandas, but they won't give a dime to save endangered species X because it's an ugly little insect despite the fact that it has a very important role in an entire region's ecosystem?

There's your problem.

That ugly insect will die then. Thats not a problem, thats a positive aspect. Why should you pay for something you don't want to. Right now you pay for research on butterflies in Alaska. If there is a desire by special interests to do this and have it managed by the government then they can chip in.

Chip-ins = Articles of Confederation

This is a great idea. It reminds me of the Articles of the Confederation, except because of the internet, Government can actually get the money it needs for its projects, no more, no less. Just imagine the transparency of the blimp project transferred to government! Wow!

It's okay with me that Government collects taxes for its proper functions. These other "projects" though.... I think they call it "charity." We used to have a lot of these "charities" in our country, I wonder where they've gone... oh wait, I know - the Government thought it needed to step in and save everyone and use your money to do it, whether you wanted to "chip in" or not.

The government would have a much shorter leash if it had to go to the people to ask for funding.

Who decides the "proper functions"? Do we force everyone to pay for what YOU consider the "proper functions", or do we force YOU to pay for what somebody else declares are "proper functions"?

I think the definitions of "proper functions" means national defense, coining of money, diplomacy with other nations and specific things in the constitution. If the government relied on business taxes from corporate profits only, these things could be paid for with out touching the working mans pay check.

That's where the free market comes in. Someone would simply need make the case why ugly little insect "X" is really important for the seal population everybody else loves. Not a problem. Besides, there's nothing to preclude agencies for "bundling" their budgets. After all whales have to eat krill. (Those aren't insects, but they are pretty ugly crustations.) Make the case why whatever it is you're wanting to support is important. Make the process transparent. Tie it to larger concerns such as wetlands or global warming (global warming is a farce but people believe in it so they'll donate.)

Brilliant!

Funny, but really when you think about it -- it's an awesome way to run the country. For things like the ugly insect, we can have a general fund chip-in. Seriously, this is just brilliant.
