How can I become a Ron Paul delegate?

I currently live in California. I work online, and can live anywhere. I'm willing to relocate to any state. What should I do to have the best shot at becoming a Ron Paul delegate?

Sorry, I meant moving into an area that is highly democratic, not a state.

For instance, I am in Sheila Jackson Lee's district (Houston). I don't plan on having a lot of competition through the delegate process.
