I can tell you that the federal gov't via homeland security/fema has been outfitting local police forces with swat stuff for years... even before fema/HS. Remember clinton and the 100,000 extra cops legislation. Just about all the cops have been 'federalized'. That's why in all these tazer videos the cops all follow the same script.. they've been trained to. I work in a prison (I'm not security) and have recently had to sit through that type of 'paid for by homeland security' training. It's scary.

Having said that... it is interesting that the response teams that are needed just happen to be where the action is... like on 911 or the 7-7 bombings in London.

I'm sure it's just a big coincidence, though.
