They’re claiming momentum for the USA Freedom Act, which would rein in current surveillance initiatives by ending the so-called bulk collection program, among other reforms. The House approved the legislation overwhelmingly, and on Saturday, it fell just three votes shy of the 60-vote threshold needed to advance in the Senate.

“Our options are a lot more limited” given the time constraints, said Utah Sen. Mike Lee, the chief Republican backer of the bill in the Senate. “We can either let the provisions at issue expire, or we can pass the House-passed USA Freedom Act.”
 
Why yes, things do get more dim as the sunset approaches.

I'm excited Rand's tactics are at least dragging out this process and sheds some much needed light on this debate (the debate most people in DC wants to fast-track).
 
They only need 3 votes to pass Freedom Act. I read somewhere that Senator Paul has the power to stop them from voting at all. Is this still the case? Does anyone know?
 
This move is looking less like a "drone filibuster copy" and more like a masterstroke in its own right. Who knew that simply delaying the schedule could kill a bill? Anything subject to a sunset provision could potentially be a target of, and stopped by, this tactic. The potential for re-use of this technique is very enticing.

Its more Senate Leadership likes to pass things by playing chicken, but they just found the other driver is Max.
