I have seen firsthand that when you mail stuff to voters who feel forgotten, some of them will respond and show up. Campaigns tend to plow the same old ground, and they go after the "reliable" voters as a "wise" use of their money. But then one address on a street gets multiple mailers, and a voter who is registered nearby but has not been to the polls in 3 years gets nothing.
