Help on Authority to Wage War

I am arguing with someone over whether the President has Constitutional Authority to wage war without Congressional approval. The guy sent me the above link, how do I respond? Thanks

This is a much more complicated issue than many people would have you believe. The constitution gives the Congress the power to declare war but doesn't go into any great detail about it.

Congress has changed the way that they authorize the use of military force and many people think that they had no authority to do that. Others believe that it is completely legit.

Undeclared wars date back to at least 1801 when Thomas Jefferson went to war with the Barbary States without the consent of Congress.
