I used to know someone who worked in the polling business, at one of the top companies. He said that polls show exactly what the person paying for the poll wants to show. Polls are designed to give specific outcomes, and if they don't work out that way, that poll is discarded and another poll is tried.

Who is paying is just one motivator. The people doing the poll may also have a motivation (ideological, political, monetary, govt pressure, etc.) to have a specific outcome.
