If somebody snuck political stuff into my kids' trick or treat bags, I would be likely to throw the material away without looking at it and retain a negative image of whoever was campaigning in such a manner.

Why not just hand it to the parents? Most kids go out with their parents anymore. My husband will be sitting outside with generous amounts of candy and plenty of Ron Paul stuff for the parents. He'll just be polite and ask them if they know who Ron Paul is. The conversation goes from there.
Don't give this stuff to the kids, geez. Remember that this is "TRICK" or treat. If you don't want your house egged and covered in toilet tissue the next morning, you better give them some candy!
