That's a raw deal for them. They'd be better off keeping their share of the tax dollars that are funding that, even if their share is only $30 billion to spend however they want, instead of $50 billion that has to be spent the way the feds want it spent.
Granted, you're probably still right that the people and local politicians in those states who make up Trump's base probably don't understand that.
Nearly all of the affected areas receive vastly more from the federal government than they pay in taxes.
