What I have learned and recognized; people do not turn down "free" anything, or a sense of "security" [false or otherwise], even at the tremendous cost of liberty. What matters in the end is that "their" team did it, and not the "evil other side". It can't be any more crystal clear than this.

You should be thinking of FEMA as truckloads of cash that primarily subsidizes the economies of southern states. Almost $50 billion this year.

That's a raw deal for them. They'd be better off keeping their share of the tax dollars that are funding that, even if their share is only $30 billion to spend however they want, instead of $50 billion that has to be spent the way the feds want it spent.

Granted, you're probably still right that the people and local politicians in those states who make up Trump's base probably don't understand that.
