People will quickly find alternatives, whether it be barter, a convertible foreign currency, or even gold and silver coins.

Alternately they will find a way to pull it off within the system - nothing new about this. Officially purchases for one thing, in reality purchases for another. When I lived in NYC, downtown was filled with stores that sold little to nothing of their displayed goods.

The pols know very well that participants in the underground economy will find a way to make transactions within the system using "front" companies and "cutouts". This proposed setup will only introduce more legitimate-appearing middlemen who will actually pay at least some taxes on the underground transactions.
