...with the recent rise of violence in Chicago involving over 3000 shooting victims in 2016 so far (January 1st to September 13th), it appears that another case of U.S. sponsored gun-smuggling and intentional destruction of inner-city communities may be at play.

In a publicly available video testimony an ex-Chicago gang member describes how crates of fully automatic firearms would regularly be found in alleyways and backstreets of urban Chicago at the early hours of the morning, giving free, illegal weapons to the gangs of Chi-Town, which is now often referred to as Chiraq because it is a war zone.

He refers to it as a diabolical plot, a plan, affecting only low-income areas, pointing out that many of the firearms being found were class-3 automatic firearms, which can only be purchased at certain retailers under intense federal scrutiny. He notes that criminals aren’t allowed to buy firearms in the first place, yet the guns are everywhere, so where are they coming from?

BBC News recently produced a short documentary about gun violence in Chicago with gang members saying things such as, “it’s like crates of guns got dropped off.”

Chicago has some of the strictest gun restrictions in the United States with some of the highest rates of gun violence. Gang members are not buying them legally, and the police are pulling guns off the street on a daily basis, so where are they coming from?

Last year, 88 percent of the guns recovered in Illinois were seized in Chicago. More than half of them came from out of state.

st week, in his hometown of Chicago, President Barack Obama appealed to a conference of law enforcement officials to help him push for stricter federal gun laws. Anticipating what his critics might say, Obama addressed an apparent paradox: Chicago has restrictive gun regulations, yet continues to record thousands of shootings per year. To turn that into a case against gun reform, he continued, is to misunderstand how the flow of illegal guns works. “The problem with that argument, as the Chicago Police Department will tell you, is that 60 percent of guns recovered in crimes come from out of state,” Obama said. “You’ve just got to hop across the border.”

Data from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) backs up the president’s point. The agency cannot trace every gun taken in by law enforcement. But between 2010 and 2014, it was able to source between 40 and 60 percent of the firearms recovered in Illinois, the vast majority of which were crime guns. Statewide, most of those weapons came from elsewhere in Illinois, a pattern seen in other states. But thousands found their way into Illinois — and often, Chicago — from parts of the country with weaker gun laws.

While the Windy City outlaws gun stores, straw purchasers can pick up firearms in neighboring suburbs that have track records of failing to police the gun sellers within their borders. Across the state line in Indiana, gun laws are loose enough to earn the state 17th place on Guns and Ammo‘s list of the best states for gun owners (Illinois ranks 43rd).

Not coincidentally, as the visualization above shows, in 2010, 2011, and 2014, the annual count of Illinois crime guns originating in Indiana topped 1,o00 guns per year. (In 2012 and 2013, there was a big dip in Illinois crime guns coming from Indiana, though the ATF isn’t sure why.) Mississippi was next in line, trafficking about a third as many guns into the state. At least four others exported more than 500 guns to Illinois during 2010–14. Five more states sent more than 400 each.

Across the country, guns make their way across state lines, and into crime scenes, in similar fashion. In Chicago, it’s why police can seize an illegal gun every 75 minutes but fail to stop the tide. And nationally, it’s why the chief of the ATF’s violent crime and intelligence division has compared trafficked guns to cockroaches in an apartment complex. If you aggressively treat the problem in one place, while leaving it unchecked elsewhere, the infestations will continue.

While criminals typically do not buy their guns at a store, all but a tiny fraction of the guns in circulation in the United States are first sold at retail by a gun dealer—including the guns that eventually end up in the hands of criminals.

That first retail sale was most likely legal, in that the clerk followed federal and state requirements for documentation, a background check and record-keeping. While there are scofflaw dealers who sometimes make under-the-counter deals, that is by no means the norm.

If a gun ends up in criminal use, it is usually after several more transactions. The average age of guns taken from Chicago gangs is over 11 years.

The gun at that point has been diverted from legal commerce. In this respect, the supply chain for guns is similar to the supply chain for other products that have a large legal market but are subject to diversion.

In the case of guns, diversion from licit possession and exchange can occur in a variety of ways: theft, purchase at a gun show by an interstate trafficker, private sales where no questions are asked, straw purchases by girlfriends and so forth.

What appears to be true is that there are few big operators in this domain. The typical trafficker or underground broker is not making a living that way, but rather just making a few dollars on the side. The supply chain for guns used in crime bears little relationship to the supply chain for heroin or cocaine and is much more akin to the supply chain for cigarettes and beer that are diverted to underage teenagers.

Stolen weapons from In and Ky end up being fenced on the South Side of Chicago to the best of my knowledge . This has been this way since at least the 1960's or 1970's but is probably worse now .

The ATF is probably running stings there and do not know where the auto weapons went . Seems like they were doing this in Milwaukee not long ago . The BATFE needs abolished. Local officials need to run the Feds out if they spot them.

Several respondents mentioned the possibility of buying guns that were stolen from various locations.

“Sometimes people rob freight cars to get guns to sell,” said respondent 21, which researchers deduce was a reference to an incident in which guns being transported in a freight car were stolen last year. Respondent 62 shared a similar theory. “People break into trains to get crates of guns,” he said.

“A few years ago some guns in the neighborhood were from a robbed Indiana gun store,” respondent 68 said.

Researchers said that a number of respondents stressed the importance of trust because of fear that the buyer or seller might be a police officer or an informant, which they say is reasonable because Chicago police routinely do undercover gun buys. So in some cases it’s advantageous to deny strangers.

“One way or another you have to know’em. They’re not too sure about, you — you know, your comfort about you not calling the police and telling on them to get them arrested. So some way or another you have to know ’em a little bit,” respondent 37 said.

“If they don’t know you from the neighborhood or if somebody doesn’t know you and you don’t have no kind of credibility, they’re not gonna buy a gun off of you,” respondent 21 said.

Instead of making citizens defenseless victims, a haven for violent criminals, and a get rich quick zone for black market smugglers,
Maybe Chicago should end its failed prohibition and try importing the policies of places where the guns are coming from, where there are lots of Legal guns with right to carry and much lower crime, particularly violent crime.
