You could just set up a basic IQ test to filter out the freepers. Above 120, they're a Ron Paul supporter and can purchase multiple tickets. From 120 - 90 it's questionable, limit of 1 ticket. Below 90, they're a freeper, no ticket.

Do you really think "Neocon Republic" is funded by random Joe Sixpack types? No way. I bet some of that cash comes from defense contractors, laundered through kind of "pro national security" groups.
