Yes they have some voltage at the phone jacks. Two issues here, first the wires are only about 24 guage so they will not handle very much current. There may be laws or regulations in place to keep you from doing this. Your contract with the phone company is for phone service not for free electricity.

They look askance at people sapping the strength of their propaganda broadcasts...
