Forbes on DHS ammo purchases

Wishful thinking, methinks. If we weren't facing such huge economic problems, that might be a good explanation. :(

Considering how irresponsible they have been up to this point, and the easy Fed money, money is no object. Unfortunately, manipulating the ammo market would only be one part of the agenda.
 
Perhaps they are trying to corner the market on bullets and drive the price through the roof. Wonderful use of borrowed money, attempts at market manipulation.

I think it's a combination of several things at play. I think you're right that they're trying to corner the market, which dries up a lot of supplies for citizens but also allows the feds to buy a boatload of ammo at current prices instead of the higher prices that are surely coming for us all, including them. It locks in their prices for the foreseeable future. Also, considering the citizens are stocking up, it only makes sense that the feds are doing the same. Gov't employees are citizens too. Ammo is a commodity that ain't getting any cheaper or more available for any of us. Third, most of the people analyzing these purchase orders for media reporting have little to no gov't purchasing experience so simple mistakes, like reading 2.4 million rounds when it actually is 240,000 rounds, do occur.
