I was thinking about this a bit last night. PA is super particular about who has to sign, how they sign, and who witnesses their signature so it does complicate things. For Ron Paul you had to be registered GOP in the county that is listed on the petition. Delegates are trickier. Those require 250 signatures from registered Republicans in the right CD.
A big problem we've always had is a lot of people who love RP enough to give him $$ are still registered Libertarian, Constitution party or something else so they can't sign.
Another problem was that the campaign was not clear about exactly what they needed, they were just like "get signatures for Ron Paul" as though they would come rolling in in such quantities that there would be no need for goals. I think next time coordinators need to look at how many signatures were gathered in each county and try to create a tangible goal for each that will provide a statewide buffer against bad signatures and a little leeway if another county falls short. That way it will be much easier to ascertain if we are "on target". Ron Paul supporters are committed and willing to piss their boss off by taking a sudden day off to canvas but obviously folks aren't lining up to do that if they think all is well.
There was a supporter list with phone numbers that the campaign didn't release to anyone locally until Monday morning 2/13 along with the SOS. I understand being cautious but if they trusted me enough to provide the list in a crisis they should have done so a week ago so I would have had a chance to call all of the hundreds of folks on the list. As it was I was only able to make it half way through and encountered many "Oh really? Gosh, I wish I had known he didn't have enough. I just can't make it tonight (work, kids, an hour north of the city babysitting, etc) but would have been able to come earlier this week if I'd known".
Also, some of the chaos was just little attention to detail things, like if you are circulating petitions and we are counting on your totals we must have a phone number for you that you answer or check voicemail from daily so we can get updates and coordinate with you to get your signature sheets notarized.
