Trump can't do that yet because that's what the Democrats expect him to do. First he needs to expel the immigrants which will distract them, then he will get rid of the IRS while they're not paying attention, and then that'll get them really angry and then and only then will he instruct the ATF to ignore these 2A violations. This will force a supreme court case which will rule in his favor and as an intended side effect of that court case it's going to remove the ATF as well as the DOE in a single ruling
