Yes, that is true. Neoconservatives are liberal/progressive/socialists.

However, Neoconservatives only pretend to be Conservatives. Obama is not pretending to be a Conservative, he's a straight up liberal/progressive/socialist.
 
The Koch's have vast business interests and they tend to support candidate's who are friendly to those interests. They want mainstream politicians who will help push for regulations which stymie upstart competition in their industries but can easily be absorbed by the existing conglomerates that they own. They typically don't want libertarians and constitutional conservatives who are going to legitimately threaten the corporatist status-quo that they benefit so handsomely from. This is why they supported Grayson over Paul in the primary. I'm not passing judgement because every major corporation is entwined with the federal government in this way and it would be a disservice to stock holders not to be. The blame as usual rests with the government overstepping it's bounds.

That said the organizations they fund are usually pretty good, even though as far as economics goes I would place them closer to the Chicago school instead of the Austrian, although Ron Paul's popularity among young people in the past 5 years, and the message he has espoused, has probably started to change that.

O is not pretending to be a neocon but he is one, in actuality; he and Bush are no different and that goes for most of the presidents in the last 100 years.

From a single donor... Sheldon Adelson donated the most in 2012 to the GOP/PACs... $150+ Million

I still think of the Kabuki Theater staged moment at the Tampa convention, when Romney came walking in on the big nominee announcement... the cameras covered him up to a hand shake or two from the Koch brothers and the Money Master, then magically, TV cameras went to showing the crowds... until the hand shakes with the money bundlers was over, then back to the Marionette Mitt.
