Definition of "States”
Whenever used in these rules, "state" or "states" shall be taken to include American Samoa, the District of Columbia, Guam, Northern Mariana Islands, Puerto Rico, and the Virgin Islands, except in Rule No. 13 and unless the context in which the word "state" or "states" is used clearly makes such inclusion inappropriate.

There is no registration by party in American Samoa. All registered voters are eligible to participate in the February 23 convention. Those who attend will be required to join the party by paying party dues at the door if not already paid. Delegates and alternates will be selected from among Party members. The leadership or any qualified delegate may offer a motion to instruct the delegation on who to vote for at the national convention.

Republican Party (Northern Mariana Islands)

The Republican Party is a political party in the Northern Mariana Islands. At the gubernatorial elections, 3 November 2001, Juan Babauta of the Republican Party won 42.8% of the vote. At the legislative elections of 1 November 2003 the party won 7 out of 18 seats in the House of Representatives. At the gubernotorial elections of 6 November 2005, governor Juan Babauta, still a Republican, was defeated, receiving 26% of the vote and third place. In the 2005 legislative elections held at the same time, the Republicans took 7 of 18 seats in the House of Representatives and 3 of 9 seats in the Senate. In the 3 November 2007 Commonwealth Legislature elections, the party took 12 of 20 seats in the House of Representatives.

The Northern Mariana Islands Republican Party is associated with the United States Republican Party though no Northern Mariana Islands politicians have achieved high-ranking positions in the United States. The Republican Party in the Northern Mariana Islands is much stronger than the Democratic Party, but the Covenant Party, which only exists in the Northern Mariana Islands, has become the main competitor for the Republican Party on the islands and defeated the Republican Party in the last elections by taking the governorship.

I was born and raised in Guam, but do not reside there currently. From what I read in the "Winning Guam" section of the forums, the current Republican office holders in the Legislature comprise a number of these delegates. Even if this is so, I've tried my best to tell my friends daily about Ron Paul and what's going on in this campaign. They are at best reluctant to do anything (soft-supporters) and I have a feeling this represents the general tone of the rest of the people. Politics is big in Guam and voter turnout is always pretty high, i.e. 70-80% of eligible voters. But it's hard for the average person to get excited about the Presidential election because although they are U.S. citizens and some serve in the military, they do not get to vote in the general election.

As was mentioned before, the party lines aren't as rigid as in the mainland, but I think one would find it difficult to crack into the GOP leadership and establishment that exists in Guam. If you want to see what a Bush-Clinton political family dynasty would look like over decades, just look at those elected in Guam. The elites in Guam run many things from insurance, banking, to law-making. Guam is prime ground for the Ron Paul revolution, if the people just wake up to what's going on. The people of Guam are ready to serve the U.S. in time of war, and it was one of the few places where ground forces did battle on U.S. soil in WW2. I won't question the motives of those Guamanians are quick to join the military and ready to fight, but I think some of them need to be reminded of Constitutional war and the just-war theory. The Archbishop of the Catholic diocese there has a good deal of political clout, and if they would only get this excited about Just-war (self-defense war) as they do about Casino gambling and abortion. There's a great deal of inflation going on as well, last I checked electricity rates where set to double after a new surcharge goes into effect. There are tons of problems that could be dealt with, with the Ron Paul platform, but I don't think spending time on getting the Guam delegation is gonna bear any results in our favor. Where we will get some help form Guam is when Dr. Paul is in the final 2 or 3. Then we might see some new donors out of the 969** zip code.

I do remember that the Governor of Puerto Rico called for withdrawal from Iraq. We might be better off concentrating there. American Samoans aren't even U.S. citizens so I think that may be a detriment to our efforts, in terms of garnering a broad intense interest. If Tim Duncan were to endorse Ron Paul, that might do more for our cause in the USVI, than we could ever do by conventional means.

A good way to spread the word on Guam is to contact US military troops(RP supporters) or their family members that are stationed on Guam. The US Navy and Air Force have large presences on the North and Southern parts of the island.:)

I lived on Guam for about 6 months in the US Navy and I can tell you that the Chamorro people are very friendly & family oriented. They love US military servicemen and servicewomen.

There is a park area, not sure of the name, where a lot of locals go to have a cookout like once a week. They have a marketplace where they sell cultural items and food too. It's a specific night on a weekday. I used to go regularly with friends and the food is really good. It would be a great place for canvassing. I believe it is near Agana. I bet almost anyone living there would know this park that I'm referring to.:)
 
yup the Chamorro Village on wednesday night's would be a great place to handout slim-jims relating to sound money, fiscal conservatism, limited government regulations. louisiana4liberty is right about the military personnel, they can vote absentee. I'm sure Ron Paul's stance on the Income tax would be of high interest to them, especially those who've been stationed in foreign bases.
