I'm sure they just assume it, really. The reverse situation is what's so illogical about Iran nuke fears: They would NEVER, EVER, EVER give a nuclear weapon to a terrorist to detonate, because they know that we'd assume they were behind it regardless of material evidence, and we'd turn their entire country into a glass parking lot by the end of the day. Not even the Ayatollah is insane enough to want that. Hell, they're probably scared to death that another country will do exactly that and let Iran take the fall. I imagine they think the only way they can prevent a US invasion or complete annihilation is to get a nuke and use it as a defensive/retaliatory threat.
