The army employee explains that they have discovered the gene that decides that people become fanatic, religious extremists (or thoughtcriminals?).
He goes on to explain that they can modify human behaviour, cure religious extremists, using viruses or vaccines!

First you must be able to "Access the brain, which can then be Assessed to be better understood for the final step, Affect".

The "delivery systems" to "access the brain" are divided into two main categories:Hard[ware] to "physically compromise the brain" including "neurotechnology", and soft[ware] for "psychological tactics (information warfare)".

On 15 March 2022, President Joe signed a law to create the Advanced Research Projects Agency for Health (ARPA-H) in the Department of Health and Human Services. ARPA-H received a cool $1 billion for 2022.
Health care in the US was already 17.7% of the economy as of 2018, and expected to rise to 19.7% by 2028. Or more than 1 in 6 dollars spent in the US is spent on healthcare (land of the sick)!

ARPA-H acting Deputy Director Adam Russell has given some indication of what ARPA-H has planned: cancer vaccines (mRNA no doubt!) and cheap, lightweight sensors to detect disease (and automatically report to the authorities?)...

According to some "conspiracy theorists" we cannot trust our government with our data that could potentionally be used to to identify thoughtcriminals. This becomes ever more likely as the narrative has been pushed that people that disagree with the official narrative on the plandemic and vaccines should be seen as domestic terrorists.
