Yep. A friend of mine is a grant writer who specializes in writing grant applications for fire departments (volunteer and paid) and it seems that almost all of the new equipment, be it something as large as a ladder truck or as small as radios, is purchased with federal grant money. Of course, the departments have to show a fundraising effort in order to be considered, but the real money comes from the feds. You should see the departments trying to dream up equipment they "need" (we REALLY could use an inflatable boat with outboard and trailer for the one time every two years some dummy falls into the local reservoir without a life jacket on and we have to retrieve the body.)

I'll bet you that the same thing is going on with a lot of police and sheriff departments.
