Sounds like bullshit. If this is true, then the people who ordered this know not nearly enough about the things that destroy organizations such as CIA. Such organizations CANNOT function properly without high morale. The jobs they do are SO shitty, so evil, so rotten, and often SO WRONG that those doing the dirty work absolutely must be in the high morale that belief in the mission imparts. Without it such organizations decay and become ineffectual. You can't make a dog hunt by beating it.

I find it difficult to accept that those decision makers with the authority to order such things as this are so ignorant that they actually would.

Perhaps, but if so I cannot see that organization as having much of a future because their industry is one of universal mistrust. If their people cannot trust so much as those for whom they work, doom is likely to be the bright spot in their future.
