You would expect someone in charge of an army to say the army is ready.

I would expect someoen in charge of an army to keep his tongue behind his teeth and make such statements only in the most private of circumstances. A statement such as that quoted can be interpreted in several ways, not all of the implications being harmless from the standpoint of, oh I dunno... the RUSSIANS maybe.

I would also point out that Russia would not for a moment allow a US warship into the Black Sea under such conditions. The Bosphorus is very narrow and therefore very easily defended and I doubt Turkey would be too keen on pissing Russia off by aiding and abetting an enemy. The fact that we would probably not be able to get troops on the ground in the first place makes this idiot's statement even more ridiculous. Ridiculous, however, does not imply innocuous and even verbal fencing can go nonlinear, something you do not ever want to have happen when real men with real guns could come into play. Just like in Pulp Fiction, everyone needs to be real cool. Eh, honey bunny?
 
The first rule of sabre rattling is that you need a sabre to rattle. The next rule is to have a plan for what to do if somebody actually draws a sabre.

Except for breaking those two rules, the .gov has it it covered.
