Here's a speech people can build on for their own caucus stump speech in support of Rand Paul:

Hi, my name is Ed Lee. My family moved from California to Nevada because we wanted more freedom to do whatever we wanted with our time and our money. Unfortunately, the federal government is so big and gets involved everywhere. They’re quite good at taking your money with income taxes and regulations. So today I’ll tell you about 3 aspects that I like about Rand Paul being a consistent conservative.

Rand Paul likes to say that he wants a government so small you can barely see it. He starts by lowering income taxes to 14.5% for both individuals and businesses. This gets rid of the payroll tax, loopholes, and a lot of the IRS too. The federal government currently gets $3 trillion in revenue, and that’s more than enough to fund what the federal government should do. He also wants to restrain the government by standing up for the bill of rights, so this means protecting your gun rights, privacy rights, due process, and other civil liberties. Because Rand Paul is a consistent conservative, even if you don’t know the specifics of what he would do for an issue such as Common Core, his approach would be to get the federal government out of it.

As a Senator, Rand Paul has followed through on what he campaigned in Kentucky. On a couple occasions, he filibustered the Senate standing for over 10 hours each time to protect citizens in the US from government drone strikes and government spying. Other “conservative” Senators in the race, if they show up to do their job, are quite liberal in increasing spending especially for military to the amount of $200 billion in additional debt. In contrast, Rand Paul proposed an amendment that not only increases spending to protect our allies but also cuts elsewhere to balance out. Because Rand Paul is a consistent conservative, you can trust him and not worry about him changing positions after he’s elected.

Rand Paul campaigns with the same message in places other Republicans would be too scared to visit such as Berkeley and the South Side of Chicago. He excites people to join the party whether they’re young or black because his message of freedom and liberty is so powerful. Independents also like his message because he’s willing to fight both Democrats and Republicans who are controlled by the elites. For example, the most recent omnibus bill added $700 billion in new debt giving Democrats what they wanted even though Republicans control Congress, and Rand Paul fights this unholy alliance of both sides. Because Rand Paul is a consistent conservative, he’ll be able to bring people together to get the diverse votes needed to win the general election.

I’m supporting Rand Paul because he’s a consistent conservative. He’s consistent on applying conservative solutions to issues. He’s consistent on being conservative when in office. He’s consistent on spreading a conservative message to grow the party and win the election. If you want more freedom and a smaller government, please vote for the only consistent conservative in the race, Rand Paul.

How short does your speech have to be? I was having some fun with your speech, but just wanted to know how short I would have to keep it ;)

Ideally, it would be very personal. Something like this:

You all know me. I'm a simple man and I just want the government to get out of our way. I think you do, too.

Bill, you know the feds are crushing your business with their regulations and taxes. Rand is the only one who isn't trying to get power, but to return it to us. They've got no right to tell us how to run every aspect of our businesses.

Emma Lou, your kids are going to college in a few years. But the government has run the prices up so high, the only way they'll be able to go is to get government loans, then they'll be in debt to the government for most of their lives. Rand wants to make that tax deductible so they aren't getting hammered twice. Then, he'll bring down the cost by getting government out of it so we can afford it again.

Jake, your brother lost his leg over in Iraq, and now that place is messed up worse than before. The whole middle east is in chaos and it's making us less safe. But Washington doesn't care - they just keep chewing us up and spitting us out for their little games. We need to be smarter about when we go to war. Rand is the only who's saying that. And why the hell are we taking your money to give to those dictators in foreign aid?!

Lynn, your new grand daughter was just born into thousands of dollars of debt. How is that right? It's gonna make everything she does more expensive. And Rand seems like the only who even cares about the debt. He's got a budget that balances in 5 years and then creates surpluses. All while cutting our taxes in the meantime.

This government has just gotten way out of hand and we need to rein it back in. Rand is the only one looking to do that on all fronts. And he can win. Even democrats are hurting and they don't want Hillary. But unless we give 'em someone they can vote for, they'll make sure she wins - I promise you that! Rand's been talking to those people and learning their language. And young people?! Travis, you can tell these people how much the young people like what Rand's been saying. If we want a republican back in the white house we have to vote for Rand Paul. I know what I'm doing. And you know what you need to do, too.

Don't let the media tell us who they think should win this thing.

If memory serves, caucus speeches must be two minutes or less.

In that case, I think it would just be best to cast Rand as the strongest candidate on national defense. That is what people care about now.

Speech length is dependent upon each precinct. Each precinct caucus is essentially a mass meeting and according to Robert's Rules of Order the members in attendance can set speech length limit. The Iowa GOP follows RRoO. The guideline in the past has been 3-5 as an upper limit. Although, with 12 candidates running that would be an hour of speeches... most precincts are going to limit speeches to about 2 minutes. I would aim for your speech to be under 2 minutes. You do not want to be cut off. That just looks really bad. Short, sweet, and to the point.

Great post.

Many people, including Rand (and people here, including myself), focus on positions that matter most to themselves rather than the positions that matter the most to the electorate.

When focusing on why Rand has been right about foreign policy and defense and continues to be right, talk about why he was strong and DO NOT AT ANY COST mention that he is perceived as weak by anyone. The easiest way to dispel a vague notion is to pretend it doesn't exist and authoritatively argue the other side. The mainstream media does this all the time. It's time we take their tricks and use them against them.

I posted this yesterday on a thread where someone was saying Rand should reframe how he talks about "cutting military spending" because the language he is using can hurt him with voters. I'm going to re-post here as I think it might be useful for anyone making a speech to hawkish/neocon types.

Let me pretend I am Rand, if so I'd phrase it like this:

We all agree that throwing money at failing schools has not improved anything. We all agree that throwing trillions of dollars at the so-called "war on poverty" has not changed anything despite decades of effort. Indiscriminately throwing money at any problem never solves anything! This applies not just to solving our domestic welfare programs but also to our military. Simply spending more money does not necessarily make us safer. We need to spend our money prudently when American lives are at stake. I am for a strong national defense following Reagan's philosophy of peace through strength, but for us to argue that there is no waste or redundant spending within the Pentagon is for us to deceive ourselves. We need to look at all spending carefully to balance our budget and tackle our national debt which is one of the most dangerous threats to our national security today. Only by cutting the pork from all areas of government and spending funds in the most efficient way possible can we truly be fiscally conservative and protect our future.

Dont talk to them as polished as a politician.

Don't tell them what to do.

Don't just say that THEY can trust rand. Say that you've been interested in politics for many years and have been following rand for a while and that based on his positions and votes YOU now feel you can trust him.
