Ron Paul is right.

FEMA is a disaster compared to naturally altruistic Americans. Don't underestimate grassroots altruism. Look at our fellow countrymen's response after Katrina, the Haiti earthquake, and the Japan earthquake. Also, if a private relief organization or insurance company does something wrong, they can be sued. If FEMA does something wrong, which is very often the case, there is no legal recourse for those hurt by their bureaucratic mess.

And

Only 25 percent of the respondents to a survey conducted in Mississippi after Hurricane Katrina identified government as their most important source of aid. Government relief to disaster victims is often less effective than aid provided by volunteers, non-profit organizations, and commercial enterprises, and it often facilitates corruption, encourages growth in disaster-prone areas, and crowds out grassroots help.
