I need to design a webpage

Design or develop?

If you can do mockups in photoshop, there are plenty people on odesk who can code to it at a good price. What you would look for is "PSD to HTML5/CSS3" or "PSD to XHTML"

*gag* as a web designer myself, wordpress to me is doing to web design what Justin Bieber did to pop music.

I do not like it either but this is what almost all small shops use these days. Sometimes I think what would all these web developers do if it was not for wordpress or javascript. Bagging groceries ? The last time I had this feeling it was 2000. Nobody even knows how the internet works these days or can create a custom, decent looking 404 page as in http://www.ronpaulforums.com/fookme I am feeling very old. /rant

I don't click on wordpress links, just like how I don't click on wix links. I know I'll get some crappy, slow as shit site that if I'm lucky, just may crash my browser because of some shitty plugin with tons of redundant code looping and locking it up.

Like many platforms, Wordpress is quite solid when implemented correctly, but in our bottom-dollar-for-code economy nobody wants to pay for someone who can implement correctly.

For me, Wordpress is just a prefab back-end for editing. Every single line of code that the WP engine puts out can be dictated with a custom theme. People just don't bother to put the effort in (why would you at unskilled labor wages) so they get the out-of-the-box bloatware version and think that's all the product is.

When Wordpress originally came out I was about 40% through coding something extremely similar, which I abandoned on realizing that I'd been beat to market.

The problem with wordpress is people think they can install 50 themes (and only ever use 1), run all kinds of plugins, some that use the DB a lot, then take that site and run it on shitty $5/month shared hosting. Then they stop logging into admin for 5 or 6 months while their plugins and WP go unpatched, then their site gets hacked. I would only do a wordpress site for someone if they needed multiple users editing content, and had someone who was capable of doing admin on it.

My favorite framework is still codeigniter, I've been using it for at least 5 years now. And add in a js framework, depending on what it needs to do.
 
Ok, so heres my situation....
I Wanted to make a custom "Under Construction" landing page under my Url.
I went ahead and got a shared hosting server for my url.
But right no, it's blank, and looks like this:

So my question is... in the mean time is there something I can do myself to make a temp landing "Under Construction" Page for my URl?
At least until I have the money to hire a designer to make a website for me?

Please keep in mind that I am a total noob when it comes to webdesign.
I've never seen or worked with web design software
