SACRAMENTO (AP) — The California Senate approved a plan Monday that would require the state to hand out condoms at adult prisons, despite a ban on having sex behind bars.

The bill by Assemblyman Rob Bonta, D-Oakland, aims to cut the spread of HIV, Hepatitis C and other diseases in prisons and communities where felons are paroled.

It would require the California Department of Corrections and Rehabilitation to make condoms initially available in five prisons by 2015 and in all 33 adult prisons by 2020.

Democratic lawmakers said AB999 addresses a public safety issue as well as a potential way for the state to save money.

“If those inmates get sick while they’re in prison, that costs you … a condom is cheaper than treating the disease after they get it,” said Sen. Rod Wright, D-Los Angeles, who carried the bill in the Senate.

Other lawmakers have said handing out condoms would be encouraging inmates to break the law. It is a felony to have sex in prison.

Unfreakingbelievable. It is a freaking prison. How hard is to stop raping?
 
Kind of mixed feelings on this, obviously a good portion of the people in those cages don't deserve to be there. If people are going to have sex behind bars then it should be with protection, consensual or otherwise. Question is, what effect will providing condoms to inmates have in the prevalence of sexual assaults? Maybe none or maybe will it remove a deterrent and increase it. I'm not sure.
 
I'm kind of torn on this - I see the cost savings, compared to paying for their medical treatment if they get sick - and if it was non-consensual I feel bad for the victim, especially if he gets sick.. but if it's non-consensual, then what are the odds the attacker is going to care if the victim gets sick..?

So if it is consensual.. do I really care if they get sick? If they know they will, and they do anyway, maybe we shouldn't pay for the condoms, but shouldn't pay for their treatment either..?

I'll have to think about this one.
 
A good portion of it is likely consensual. Condoms are probably a good idea.

You don't turn gay when you go into prison. I doubt there is any statistics with any sort of reliability but to think that the weak guy is all of a sudden consensually letting someone f him up the tailpipe is a fantasy.
 
I'd be willing to wager that consensual sex is the outlier rather than the norm in a prison population. This is just a cheap solution so the prison owners aren't inconvenienced with HIV later.

About as hard as it is to stop drug trafficking, extortion, theft, assault, murder, etc.

IOW: Pretty damn hard. Prisons merely provide (1) sequestration, and (2) the illusion of control.

The sequestration part "works" well enough: put 'em in a cage in a building full of cages ...
But the "control" part doesn't really work any better "on the inside" than it does "out here."
The obstacles to people doing what people do (including crime) are just different - not necessarily more effective.

I'll bet they come up with some pretty ingenious uses for them.

They're just admitting that they can't stop rape in prison, aren't they?

Hmm... Maybe we should look at how many innocent people are put into prison and are raped every year. It could cause our lawmakers to consider repealing some useless laws....

Or add even more in an attempt to "fix" the problem.
 
What's wrong with offering condoms? It's life in prison, it's helpful to everyone involved, everybody wins.
